This is an exciting and rewarding position that leads Carrboro’s Stormwater program. To perform this job successfully, an individual must be able to perform each essential function.

Independent judgment is required to make decisions with a significant degree of responsibility and accountability. Coordination is needed with a variety of Town and other agency staff and the broader community. Tact and courtesy are required in frequent contact with property owners, consultants, contractors, and the general public. The position is primarily an office position, but occasional field work and site visits are required.

This position is responsible for the administration and management of the Town of Carrboro’s Stormwater Program, as well as enforcement of and compliance with local, state, and federal regulations. The position also oversees stormwater capital improvements and related assignments within the Town. The position supervises Stormwater Division staff and is done under the supervision of the Public Works Director.

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work requires exposure to outdoor weather and field conditions; work is generally in a moderately noisy location (e.g. business office, light traffic). A valid driver's license in the State of North Carolina is required.

Essential Functions:

  • Oversees the Town’s Stormwater Management Program: administers the Stormwater Enterprise Fund including overseeing the Stormwater operating budget; develops and oversees contractual and professional Stormwater services; supervises Stormwater Division staff.

  • Coordinates Carrboro’s Stormwater efforts with Town and other stakeholders and partners and in response to policy and management priorities and direction.

  • Responsible for overseeing the Town's stormwater regulatory compliance efforts including the townwide National Pollutant Discharge Elimination System (NPDES) permit and restoration efforts in response to Bolin Creek and Jordan Lake impaired waters listing.

  • Identifies stormwater capital improvements and funding (grant) opportunities and makes recommendations to the Public Works Director.

  • Review and recommend updates to technical specifications, typical standards, operating procedures, and current regulations as related to stormwater management activities.

  • Respond to and oversee responses to inquiries and complaints about stormwater runoff. Develop corrective recommendations as appropriate and within legal, regulatory, fiscal, and program capacity constraints. Coordinate responses with appropriate staff and others.

  • Participate in, oversee, and coordinate stormwater related site visits and investigations associated with illicit discharges, streams and stormwater conveyances, construction sites, Stormwater Control Measures and communicate with relevant parties including recommending compliance and enforcement actions with non­compliant offenders and maintain reports.

  • Oversee and coordinate Town’s contractors performing stormwater related work.

  • Provide staff support to the Stormwater Advisory Commission.

  • Oversee stormwater public participation programs.

  • Perform other duties as assigned by the Public Works Director.

Job Requirements: 

Knowledge, Skills and Abilities:

  • Knowledge of theory and techniques of stormwater, watershed, and floodplain management, including stream morphology, hydrology, aquatic science, urban ecology, and biology; NPDES municipal stormwater permitting requirements; structural and non-structural stormwater control measures (SCMs); water quality monitoring and assessment procedures and equipment; NCDWR stream classification methods.

  • Ability to analyze and systematically compile information and prepare a variety of administrative and professional work products.

  • Ability to communicate ideas effectively in both verbal and written formats, and to establish and maintain effective working relationships with government officials, associates, community-based groups, and the general public.

  • Knowledge of relevant local, State, and federal ordinances and regulations, policies, practices, and procedures; ability to implement policy, procedures, and regulations with firmness, tact and impartiality; ability to understand and apply governmental accounting practices and maintenance of financial records; ability to establish and maintain effective working relationships with associates and the general public; ability to operate in a dynamic work environment with diverse job duties.

  • Relevant experience using office, website content management, GIS, and other software and IT tools is strongly desired. Ability to interpret and review stormwater assessments and studies, maps, planning and property records (plats, easements, etc.), and engineering plans and documents.

Special Requirements:

  • Stormwater SCM Inspection and Maintenance certification

  • NCDEQ Stormwater SCM Reviewer certification

  • NCDEQ Surface Water Identification certification

  • Certified Stormwater Manager or equivalent

Education and Experience:

Minimum: Any combination of education and experience equivalent to a bachelor’s degree in civil engineering, environmental engineering, environmental science, or a related field and five years of stormwater management experience.

Preferred: 8 years of stormwater management experience preferred.

Salary Information: $68,886 - $84,041
